Why does Bitcoin Ubuntu PPA not have older releases?

After many years of old school installations today I took the "easy" path - I decided to use Bitcoin PPA. I wanted to install 0.15.0 and of course the end result is I spent more time because this approach took me more time than it takes to build from source and I still don't have it installed.

Question: the latest (and only) version available at the moment is 0.15.1. Why?

There was a question from the opposite perspective. Is Bitcoin core V.0.9 not updated on PPA ppa:bitcoin/bitcoin?
