How does the pool know the share hashes are calculated and not cheated?

How does the pool know the share hashes are calculated and not cheated? As I understood from similar questions, the miners calculate the share hashes and submit them for their proof of work. If the share hashes leads to a correct block hash in terms of difficulty, everybody in the pool gets paid according to their submitted work using different distribution methods. Why can't a minder just submit random numbers as fake share hashes, suggesting the pool a much higher miner hash rate, instead of doing the actual work of hashing it to gain a higher percentage of the payout? It seems for this approach only the network load is the limiting factor. If the hashes are not recalculated/checked by the pool independently it seems that only with statistics it can be seen that no work was done as the block finding time is way off of the theoretical time because the faked hash rate is different than the true hash rate. http://ift.tt/2hq5HXi
